For over a quarter century, Dr. Debi Mae Starnes has helped clients evaluate and implement a variety of programs designed to improve health and safety in communities. Through her consulting firm, EMSTAR Research, Dr. Debi Mae Starnes has worked extensively to help underachieving students, children in need of immunization, and individuals at risk of drug abuse.

In addition to her consulting work, Dr. Starnes served the public as a member of the Atlanta City Council from 1994 to 2005. Since retiring from the city council, she has continued her consulting work and remained active in public service, sitting on the board of the Atlanta Medical Center from 2007 to 2011 (holding the chair for 2009 and 2010) and the board of the Gateway Center, an organization she helped create, from 2008 to present.

In her spare time, Dr. Debi Mae Starnes and her husband Dr. Jim Emshoff, enjoy cruising on the Great Circle Loop in the eastern United States. At home, she listens to music by her favorite musicians - Francine Reed, George Strait, and Alicia Keys as well as classics such as the Eagles and the Marshall Tucker Band.
